[Eng]: Az.Tools.Predictor disables data collection when using Disable-AzDataCollection #17438

Description

When Disable-AzDataCollection has been executed, the data collection must also be disabled for Az.Tools.Predictor.

@kceiw , please just verify it. If your code already handle the configuration, it is great.
