Description of the new feature

This works in commercial: https://docs.microsoft.com/en-us/rest/api/monitor/management-group-diagnostic-settings/create-or-update

This is what I see from a USGov tenant:

Thanks for reporting. Enabling feature in cloud is controlled by each service team. Could you report this issue via support channel? I will keep this issue open for a while and please let us know if there is requirement on client side.
