[Feature]: Add support for resource-centric logs queries #24436

Description of the new feature

The Azure Monitor Query SDK supports querying Azure Monitor Logs queries by Azure resource ID. For more info, see https://devblogs.microsoft.com/azure-sdk/resource-centric-log-queries/. Please add support for this feature in Azure PowerShell by referencing version 2022-10-27 of the Log Analytics query REST API.

Because we are currently prioritizing security related tasks. I don't think this will be arranged soon, I will conduct internal tracking in the next semester.
