The base issue here is that the tenant you are using does not have access to any subscriptions (as you can see from an excerpt from the logs you pasted above)

Can you check if the following command gives you a list of subscriptions :
get-azurermcontext -ListAvailable
If the above command does not list any subscriptions, then can you validate that when you log into the portal (using the credentials you chose when you ran Connect-AzureRmAccount
) do you do see subscriptions there?

It's true, we have no Azure subscription..., I'm sorry that I bothering you with these basic problems... We are a large company (13000 Users) and have to prepare our tenant primary for o365 usage. Our goal is to assign our Teams the least privileges to perform there tasks. The predefined management roles ( User Administrator, Password Administrator...) are to global for our need. For example we want to prohibit that our AccessManagement can create (inCloud) Users in AzureAD, by the reason we have ADSync and all new users have to by synchronized from our onPrem AD... We do not use any Azure resources (virtual Servers, Databases...) except azureAD.
Am I right, if I want to implement this through this module, or have I taken the false direction? If I'm right, have you a few hints how I can realize this goal?

Description
I'm trying to create custom roles, but it isn't possible to query for AzureRmRoleDefinition. AzureRMVersion 6.10.0
Issue is the same if I log on with an federated ore an inCloud User (all Global Administrators) occurs on multible installations We got the same "Object reference not set to an instance of an object" also for other azurRM CMDLets
Is there an issue with our installation?
