Updated self-signed sample cert #14179

Updated the sample self-signed certificate to one that hasn't expired.

Note: Checking in certificates into a repository is not a good practice in general. This cert is purely a sample that allows us to perform deployment validation of checked in Bicep files and/or ARM Templates and is not a secret that is used to secure any real system.

This fixes #14133.
