with additional tests found that:
removing properties.canonicalName
from the PUT request causes tags
to be updated and returned by GET request, however does not return tags
as part of PUT response body.
adding properties.canonicalName
to the PUT request causes tags
field NOT to be updated and returns the previously set tags
field

it'd be really nice to have someone determine if tags is even a thing on certs

i opened an azure support request on this, first they told me tags isn't a thing but then i pressed them and they said, indeed it is and it is broken for the upsert case, but does work for the update case....doesn't really help.
I would suggest anyone with a support agreement open a case and it'll help move this along. my case was 2208100040006730 for reference

As per the specification on
it should be possible to define
tags
field, but that has no effect.also, in the response it seems there is a
properties.tags
field, which is always null and not documented.I'm not sure if tags for appservice certificates is possible as i don't see it an option for it in azure portal and no definition for it in the API
