Readditon of 'Anomaly' AlertRule Kind into the Microsoft.SecurityInsights Preview API 2019-01-01-preview #15821

The Anomaly rules where initially introduced into the Microsoft.SecurityInsights 2019-01-01-Preview API Specification accidently during private preview then removed. These rulesets have now been in public preview for a month or two. Having them back into the API Specification for 2019-01-01-Preview would be very useful. Otherwise could also deliver them in the planned 2021-09-01-preview specification.

Issue Details
