[Consumption] The user wants to add two parameters: startDate and endDate #16475

Hi teams,

The user submitted a PR#20792 under SDK for Python.

He wanted to add startDate and endDate functionality for the Consumption Usage Details List API call.

This is a meaningful contribution and is recommended to be adopted.
