The tags of Bot Service Azure Bot cannot be updated #18335

After tested, we found the tags of Bot Service Azure Bot cannot be updated/changed. I assume it should be updated successfully. So seems it's a bug here.

Issue Details
After tested, we found the tags of [Bot Service Azure Bot](https://github.com/Azure/azure-rest-api-specs/blob/274ce070dd54fa454d91a4b4740904afa6a6e45d/specification/botservice/resource-manager/Microsoft.BotService/stable/2021-03-01/botservice.json#L1245) cannot be updated/changed. I assume it should be updated successfully. So seems it's a bug here.
