Add AzureVM / `AzureGuest` attestation type to attestation providers #24635

The Azure Portal let's us select AzureVM (value being set in the actual update request is AzureGuest) as an attestation type for attestation providers. This does not yet seem to be added to the API spec / doc and should be added.
