This PR covers two new api-versions: 2024-11-01 (GA) and 2024-11-15-preview.
The GA API largely is carry-forward of features in the most recent preview api-version, 2024-05-15-preview
The preview API carries forward some features from the prior preview that aren't yet ready for GA, plus some additions.
One concern about removing enum values for "cleanup" -- to be discussed with Breaking Changes review board.
Other than this, both API versions look good and are approved.
New API Review meeting has been requested.
