Webapps - Fix linter warnings for ResourceHealthMetadata APIs #3740

The 2018-02-01 API version introduced several new warnings in the Swagger spec due to the ResourceHealthMetadata API. We should clean those up to keep the Swagger in a good state in the future.

@Nking92 could you point out the RP so I can assign it to the appropriate handle, if you know someone already feel free to assign them or tag them on this issue.

The RP is Microsoft.Web Please assign @pavelzel to this issue since he manages these APIs.
