Adding GraphRBAC specs. #6746

https://github.com/Azure/azure-rest-api-specs/blob/master/specification/graphrbac/data-plane/Microsoft.GraphRbac/stable/1.6/graphrbac.json GraphRBAC specs are from the old URL graph.windows.net, the new URL is graph.microsoft.com. Microsoft docs here recommends using Microsoft Graph instead of Azure AD Graph. There are two versions of Microsoft Graph, v1.0, and beta which contain much more information can be used for many things. Will it be supported anytime soon?

There was an initial version of the OpenAPI definition in the following repo (very outdated). It could serve as a starting point?
