Implement tenant id filtering into user tenant path
Add tenant page path
Remove IAdminClientSettings since modules are encapsulated
Enforce authentication on Tenant page
Add Tenant to navbar when SaaS App user is logged in
System will filter on app secret for filtering tenant response

It looks like there are changes from your other PR on this one too. Going to wait for that to get merged in first so I can just look at the changed code.
