[HFSM] [RPC] Handle Pending Requests in SDK and Enable Multiple Requests at a Time #2751
Adds a policy collection under the RPC Client that contains all pending RPC Requests. It handles publishing timers, pubacks, and request completion timers. This was previously handled by the application, but is a generic concept that should be the same for all RPC Client implementations. The Application still handles all allocation and free'ing of request memory.
Enables more than one RPC request pub to be in flight at a time before the puback is received (a previous limitation).
Simplifies the RPC Client HFSM
Creates a base platform that could be extended/built upon to enable multiple in flight pubs for the RPC Server or Telemetry producer in the future
Adds unit tests for the new Request HFSM
Updates unit tests for the RPC Client
Adds the ability to remove a policy from a policy collection
