Fix the dependency tag, it should be current.

This change also required azure-cosmos-test to be added to the spartk.databricks.yml since it needs to be using the built version.

The java - cosmos - ci was kicked off against the refs/merge of this PR. The Build job ran and everything passed successfully. The Test Emulator job is still running (the jobs that finished are passing, the others are still running) but being that the Build job's test matrix has passed both @FabianMeiswinkel and I feel that this can be merged now.
