[WIP] Migrate azure communication chat tests to use token auth. #40814

Public_LiveTest is green. The Int_LiveTest is waiting on the corresponding ServiceConnection value. So far ServiceConnection is available for Public, Gov and China clouds, not for Int (and PPE) cloud.
Note: for Public_LiveTest, one or two tests fail consistently, same locally when recording, this is the case with both connection string and token auth, re-running locally passes those tests. Fixing it is not in the scope, should be done by service code owners.
