[Communication - SMS] Build test package failing in nightly runs #29395

Communication - SMS nightly test runs are failing with:

Error message: ../../../../../common/temp/node_modules/.pnpm/@azure-tools+test-recorder@3.1.2/node_modules/@azure-tools/test-recorder/types/src/recorder.d.ts(6,10): error TS2305: Module '"@azure/core-client"' has no exported member 'AdditionalPolicyConfig'. Error: Failed calling tsc -p .. Exit code: 2
