Review DPG Creation Documents for Consistency #27770

Description

We are developing documentation for service team partners to explain:

All of this will live in the azure-sdk-for-net repo under /doc/Data Plane Code Generation

We are currently focusing on developing the content for our guidance for service team partners, not focused on consistency of the documents.

Success Criteria

Once all the sections are complete, we will go through to make sure they have roughly the same structure for each, and they feel like parts of a single guidance document.

@m-nash , @lirenhe is this still valid? I see us already having docs but not sure if things are still pending or can this be closed?

All the related documents are merged so close this issue. If there are more documents to add, we could create a separate issue for it.

The goal of this issue was to review the existing docs and see if it felt like they were consistent and told a useful end-to-end story to our partners building DPG libraries. If we feel that work has been done or we have a complete e2e story, I'm fine with closing this issue.
