[REQ] After stg96base2 merges, change GenerateUserDelegationSas_TrimBlobSlashes test to [Record] #45679

GenerateUserDelegationSas_TrimBlobSlashes test was set to [LiveOnly] so when stg96base2 branch merges, change it to [Record] and test the recording
