LLC Quickstart #21071

We a want complete documentation on how this service team can:

This issue is about documenting the current process today, not to make the process better. This should service teams oriented, assuming knowledge of Python is low.

This page should be available from azure-sdk-for-python, Wiki or doc folder depending of the guidance on that repo.

Hi @lmazuel @iscai-msft autorest.python does not generate necessary files (CHANGELOG.md, README.md, etc). So do we write a script(like mgmt plan) to add them or we add the function directly into autorest.python?
