Email if existing Azure Devops item discovered when onboarding new product #5326

We should send a different email if there is an existing Azure Devops work item discovered during onboarding a new product. The Release Planner will update the existing application with new data and sync the service tree/CLC data.

Hello [APEX PM][UserWhoSubmittedResponse],

The onboarding work item has been updated for [productName]. Link to the work item: [workItemTitle ]()

The new onboarding survey responses indicated that the product is in scope for [calculatedScope]. (If scope has changed) The new onboarding survey responses does not change the API/SDK scope for this product. This product is in scope for [calculatedScope]. (no scope change)

Currently, an email is sent every time the user onboards. Also, the state of the Triage work item changes to Triage updated`
