[SDK Automation] Support label suppression for SDK automation CI check #6509

As some SDK automation CI checks are set as required check and any expected failure will need the spec repo admin to force merge the PR. It would be better to support suppression for specific SDK automation check by label similar to approved-avocado.

This is an example PR with SDK azure-sdk-for-net-track2 check failure and need force merge.
