Documentation for generating management sdks locally #6529

I was moving this documentation to our new Eng Hub site but for https://dev.azure.com/azure-sdk/internal/_wiki/wikis/internal.wiki/81/Management-Plane-SDK-generation?anchor=generating-sdks-locally I hade 2 questions:

In which cases will a user want to generate their SDKs manually?
Are the instruction still accurate?
(La Donna update) The SDK generation process differs between OpenAPI and TypeSpec (MPG). We should include the directions for both.

@raych1 - The release plan requires a service have an external product mapped in service tree. We have 4 service which we know are blocked and are using the docs. Can you allot time to create PR with your edits to the existing documentation by end of your workday on May 21, 2024?
