Reuse triage workitem for service with no product (proposed for dilithium-2H) #7306

When this service tries to onboard, we are not loading the onboading record from the service table, so the user doesn't know they have onboarded. Our system creates everything again (duplicates).

For example:

⁠Triage 19558: DocumentTranslation - - Boards (azure.com) ⁠Triage 19469: DocumentTranslation - - Boards (azure.com)

This doesn't happen for services with products. Logic must be looking only at the product table

@maririos This is explains why I am found triage work items that did not make sense. I just recently marked as duplicates but now I see they were for the service and when the product was onboarded to service tree the teams onboarded again so a new triage work item. :-) This is rare but does happen so I will move this to our epic for tracking smaller line items - https://github.com/Azure/azure-sdk-tools/issues/7822.
