Move Swagger APIView out of the alps repo #9136

EngSys team is working on moving tooling out of the alps repo. Security is an important requirement to consider where to move this tech to. According to this tooling and repository will be decided. Work with @mikeharder on this as he is the owner of the project

Only remaining work in this item is to update the API review comment to include all related reviews and to disable the comment generated by alps tools.
