Improvements on SDK automation result rendering in the PR CI checks page #9170

Description When the PR includes changes from a large number of services (e.g., dozens of services), the run results may be blocked from being displayed. We will implement a strategy to render meaningful results to users.

Strategies

Only display the generation failure SDK result
Only display absent suppressions and suppression file loading error
Only display part of the failures if the result still exceeds the limit
