Track2 for Typespec. Need to convert their swagger into typespec.

There is a release plan that is in process for Purview - https://aka.ms/sdk-release-planner?release-plan-id=c7cfc3eb-fb82-ee11-8179-000d3a3418aa. Since yifanzhou@microsoft.com is the owner, I believe that this release plan is for this work.
