Feature: Add support for Prometheus rule groups #4014

Using Managed Prometheus and would like to see the Microsoft.AlertsManagement/prometheusRuleGroups resources added to ASO, we currently use ASO to provision all Azure resource in cluster. This would allow us to define SLOs and SLIs through YAML and apply them through GitOps
