Fix SAS URL #342

storage service returns fields, not well-formed error when trying to access file/ res from a link that is valid for mins

Example: sv=2017-11-09&sr=b&st=2022-10-13T09:27:15Z&se=2022-10-15T09:32:15Z&sp=r&spr=https&sig=SIGN

the colons should be URL encoded image

No one at Azure takes care of this PR
