Re-banded GPU monitoring to a more general HPC/AI cluster monitoring capability

Changed hpc_data_collector.py command line arguments, to be consistent with other metrics (cpu, network and storage) being recorded and monitored.
Added a cyclecloud project, so HPC/AI cluster monitoring can be easily installed and started/stopped via linux services.
Updated readme.
