Update module versions Change module dependencies for az.resources PSD1 dependency moved from individual metadata to the top level readme.azurestack.md

Backup.Admin and Compute.Admin tests are faiing as there are chanes in the main branch of specs repo and we have pending PRs for fixes. Going ahead and merging these
