The underlying issue was already fixed, but can only result in a green workflow run once we have another module that needs manuall publishing

@AlexanderSehr should we then maybe just close this? If failing again next time it should be reopened automatically. Hence I don't see a good reason for keeping it around considering manual publishing via pipeline is just an ad hoc activity as you also mentioned.
