[Feature Request]: Function App binaries to Azure Blob #2429

Description

The current CARML library deploys the function app binaries to a Local device instead of storing it in Azure blob. This would block the scaling of the function app. The users have to set explicitly following App settings but this can be done directly on CARML Module.
