[Feature Request]: Improve VM removal

Description

Research if possible and if so optimize the removal logic of VMs. Commont tests currently take a few minutes to be deployed and almost an hour to be removed. This may be related to the removal of the VM backup. See, for example, if modifying the resource type order in the removal utilities can improve the solution.

Hey @eriqua, is this still relevant? Just checked the max test for a recently successfull run in AVM. The deployment took about 20-ish minutes and the removal about half an hour. I somehow doubt we'll be able to get it much faster - removing a backup doesn't seem to be something that can be optimized.

30 minutes is definitely better than 1 hour. I'm not sure if still relevant, would need to check and get back here. Back to when this issue was raised, the manual deletion from the portal was taking way less than the automated one, hence the suggestion to take a look.
