[AVM Module Issue]: Api management service missing workspaces #3251

Description

Api management service is now capable of supporting workspaces to isolate APIs. This comes with an isolated gateway if needed. I see that the API sub resource is atm locked down to the service itself. I would like to suggest that or the parent should be configurable by adding a workspace name param.
