Synapse managed private endpoint support #1506

Similar to Datafactory, when Synapse is provisioned with a Managed vNet it's recommended to have Managed Private Endpoints to resources it should communicate with. For Datafactory it's possible to do this with bicep (link to docs), it would be great to have this for Synapse aswell

@donheerschap - are you able to share this feature request with anyone from the Synapse Resource Provider team? They might have a UserVoice or twitter account where they take feature requests.
