Not who is responsible for the documentation, but at: https://serverless.com/framework/docs/providers/azure/guide/quickstart/ step 5 is missing azure role assignment create --objectId <objectIDFromCreateStep> -o Contributor

@Estyn this is there now so it seems to be fixed. @christopheranderson can we close this once you've verified as well?
