Write Empty Buffalo Plugin #2

Buffalo Plugins have pretty minimal requirements for implementation. We should create a skeleton to demonstrate the usability of our Plugin.

At time of writing, it seems like the command one would run to create an Event Grid application should be:

buffalo generate eventgrid
