[vk] Move VK to 1.0 #20

Marked the node provider ready for review. I'm hoping to get a POC/alternative implementation done using this interface for virtual nodes, but I have other projects blocking progress on this.

We have a face-to-face meeting scheduled for 3/25 where hopefully much of the interface items will get fleshed out.

Node provider PR is in.

Had face-to-face with ACI and VMWare folks to discuss VK. Have a solid path towards moving providers out of tree and some new todos such as a non-technical spec doc.

Vipin from the ACI team is also going to start working on VK part-time and helping out with the core to help push towards 1.0
