[smi] 1.0 release milestone

Describe what 1.0 release entails for SMI, document, and set general time frame with @lachie83 @bridgetdMSFT

We had a convo the week before last about this and here are some notes I have from that:

• want to make sure all the implementations for each part of the spec is complete and working for the istio adapter ✅
• publish artifacts ✅
• finish e2e tests --> debugging the operator sdk e2e framework to figure out why the e2e is not working.
• circle back on the spec and make sure we include any learnings/updates we want from the istio adapter --> nothing to add from Istio learnings at the moment. it all seems to be working quite nicely. @slack
• chat with key stakeholders to see where they're at and if they want to chat about any additional details/priorities/additions to spec --> @lachie83 @bridgetdMSFT I think we're ready for this

We've done this exercise a few times and it breaks down because each part of the spec is in a different place. I'm going to close this issue and open another one that is more specific for the part of the spec we're focusing on.
