docs: add graduation criteria and maturity guidelines #81

Create a graduation criteria document with a maturation process and guideline inspired by the CNCF graduation checklist as well as the .NET Foundation's maturity model.

I'm opening this PR to start a conversation about project maturity. Hopefully, there will be a lot of strong feelings and we can integrate them through this PR and subsequent ones.

So one thing I think we need to do here is discuss the communication/deliverable that we will have to the customer. Right now everything in this doc is centered around the engineering team doing the work which is fine. But the problem is that customers aren't going to know what these stages actually mean. How do they know what Incubation means or Sandbox? And how do they trust things that are in the Graduate phase.

Also we should have a procedure for getting exemptions when they aren't applicable or not possible.
