This PR defines standard PR test gate requirements for all projects. This PR should be specific enough to inform actual test standard evaluation of across projects, but general enough to accommodate project-specific requirements (ideally, above and beyond what is required here), as appropriate.

If this repo is still current, I think this is a good doc to have, happy to do any massaging, but I think the ideas in here are still as valid as they were a couple years ago!

I've only seen this repo utilized as more of a reference of "projects our team works on", which is current and used (i.e. as it was referenced today) and not as much of standards and specifications across projects. @lachie83 @ritazh - thoughts?
