Backport OutOfCapacity error from scallib 0.2.x #29

0.1.x of scalelib requires the OutOfCapacity error fix from the 0.2 series that prevents the miscalculation of available nodes under rare circumstances.

Fixed with the use of scalelib 0.1.6
