Slurm headless/burst topology.conf when "scale" cluster #45

When the cluster is scaled (ie. cyclecloud_slurm.sh scale) thetopology.conf file is overwritten. That also overwrites the onprem switch definitions. Is it possible to prevent this or separate the onprem topology from the Cycle topology?
