CD pipelines were not working. After much trial and error, cause is probably this line of bash in the confirm-kv-loaded.yaml

if [ "$KV_DEBUG_ENV" = '$(kv-debug-env)' ]; then

Removing it because it's finicky and based on testing, this should work again - but can't be sure until this goes into main
