Handling two conflicting language packs in ~/.draft/packs #308

When there are two identical language packs in ~/.draft/packs (now possible with #307), we should properly handle and resolve which pack should be used.

prompt, per other issues. OR contribute to linguist to find an easier way to "tune" detection. :-)
