As a maintainer and the creator of several bugs in V10, I need better regression tests

Context

EPAC runs several regression tests before any release.
The bugs and regressions introduced in v10 showed that those regression tests need to be expanded

Expand tests

Test Exemptions via
- policyAssignmentId with policyDefinitionreferenceIds or policyDefinitions
- policyDefinitionName, policyDefinitionId
- policySetDefinitionName and policySetDefinitionId with policyDefinitionreferenceIds or policyDefinitions
Test notScopes
Test Exports and Buil-Documentation
