Document All Assignments Option #704

Leverage "Build-PolicyDocumentation" to output the following:

  1. All Assignments leveraging the deployment scopes of the assignments as the "Environment Category"
  2. An Option to override the auto-generated "Environment Category"
  3. Output of a folder containing individual markdown files for the different "Service Categories" that are generated in the main markdown file output - giving developers and security engineers the ease of selecting a service category to see the corresponding Azure Policies.
