[Feature Request] Support service connection auth for ADO wiki population #798

Is your feature request related to a problem? Please describe. Cx is unable to create non-personalized ADO PATs due to corp security guidelines.

Describe the solution you'd like Build-PolicyDocumentation should be able to be executed without a PAT, instead it should use the access token of the service connection to authenticate against the ADO wiki API.

Use the Microsoft Entra ID token to authenticate to Azure DevOps resources
